Definition

The City of Columbus Department of Human Resources is seeking an experienced Workers’ Compensation claims specialist. The individual in this role will be responsible for the administration and management of the City’s Injury Leave (salary continuation) and Workers’ Compensation programs to include: ensuring claims are processed according to City and BWC policies and procedures; facilitating the claims process in a timely manner by initiating and maintaining communications with all interested parties; developing action plans for injury claims and managing them to resolution; documenting all claim files accurately and thoroughly, and; assisting various Departments/Divisions with understanding of injury leave/salary continuation and Ohio BWC processes and procedures.

Under direction, is responsible for serving as a subject matter specialist for the City’s employee benefits and risk management programs; performs related duties as required.

Examples of Work

Interprets language contained in insurance contracts and other relevant contracts to ensure compliance; applies contract interpretations and employee benefits policies to individual situations;

Researches, collects, and analyzes claims and trust fund data; prepares trust fund projections; resolves claim discrepancies;

Prepares materials for and attends litigation hearings to represent the interests of the City;

Responds orally and in writing to inquiries and complaints received from other offices, City employees, or the general public;

Reviews and/or prepares statistical and narrative reports to aid in the analysis of employee benefits programs’ effectiveness or for labor negotiations;

Acts as a liaison between the City and benefits providers to evaluate the services provided or inform the providers of changing City needs or requirements;

Manages reimbursement requests, injury leave requests, and disability and worker’s compensation claims; reviews, certifies, and rejects requests and claims; files waivers and/or appeals when necessary;

Gathers information and reviews medical documentation and other details of claims in order to process and certify claims and to determine the appropriateness of treatment; schedules independent medical examinations;

Develops training programs on employee benefits and the administration of employee benefits programs;

Communicates open enrollment periods and responds to inquiries regarding the requirements and provisions of various voluntary benefits programs;

Conducts employee benefits training sessions for City departments, divisions, unions, or employees;

Prepares bid specifications and conducts bid processes as required.

Minimum Qualifications

Possession of a bachelor's degree AND two (2) years of experience in the administration of employee benefits, insurance risk management programs, worker’s compensation, claims processing and dispute resolution, or contract interpretation and compliance.

OR

Possession of an associate’s degree and four (4) years of experience in the administration of employee benefits, insurance risk management programs, worker’s compensation, claims processing and dispute resolution, or contract interpretation and compliance.

OR

Possession of a license to practice nursing in the State of Ohio and three (3) years of experience in the administration of employee benefits, insurance risk management programs, worker’s compensation, claims processing and dispute resolution, contract interpretation and compliance, managed care, or direct patient care.
