If so, the Department of Corrections HR Office is seeking to fill a permanent Human Resource Analyst 3 position. This position serves as a professional staff member, point of contact, and resource for the Central Office Employee Relations Division. DESCRIPTION OF WORK

As a Human Resource Analyst 3, you will be supporting the Department of Corrections, Parole Board, Board of Pardons, OVA, SOAB, PCCD and PSIT. You will be interpreting and applying the provisions of collective bargaining agreements or memorandums of understanding between the Commonwealth and AFSCME, PSCOA, SEIU Local 668, SEIU HCPA, OPEIU, FOSCEP, CIVEA, PDA, and FOP Lodge 92 unions. This includes interpreting and applying employment related law, regulations, management directives, policies, and work rules. Under guidance and supervision, you will advise managers, supervisors, and selected regional staff regarding such written employment related directives.

You will have the opportunity to meet with managers, supervisors, selected regional staff, and employees to discuss and resolve concerns and issues. This will also include meeting with union representatives as needed to discuss the resolution of concerns, complaints, grievances, or other issues, as well as assisting and participating in Meet and Discuss Sessions and Labor/Management Meetings.

In this role, you will be responsible for investigating assigned grievances from employees not covered by the Accelerated Grievance Procedure which have not been resolved at the Institution level, by interviewing managers, collection and analysis of relevant facts, discussion with union representatives and conducting grievance hearings, as appropriate.

Additional responsibilities may include conducting investigations into complaints of alleged employee policy violations, work performance concerns, time and attendance issues, or inappropriate workplace conduct, and preparing reports and making verbal briefings in regard to findings and recommendations to be reviewed by the supervisor.

Work Schedule and Additional Information: Full-time employment Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch. Travel may be required as needed. Telework: You may have the opportunity to work from home (telework) part-time up to 3 days a week, upon successful completion of the required probationary period. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Mechanicsburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS Minimum Experience and Training Requirements: One year as a Human Resource Analyst 2 in the area of the parenthetical; or One year as a Field Human Resource Officer 1, and one year of professional experience in the area of the parenthetical; or Two years of experience in the performance of professional human resource work, including one year of professional experience in the area of the parenthetical; and a bachelor's degree; or An equivalent combination of experience and training.
