POSITION SUMMARY

The Constituent Services Officer plays a pivotal role within the Office of the City Controller, serving as a key liaison between the Controller’s Office and the residents of Pittsburgh. They are responsible for overseeing the delivery of exceptional constituent services, addressing inquiries, resolving issues, and advocating for the needs of the community. The Constituent Services Officer ensures that all residents receive timely and effective assistance, fostering trust and engagement with city government.

The ideal candidate will demonstrate strong leadership skills, setting clear performance objectives for both individuals and the team. They will excel in communication and relationship-building, exemplifying active listening to foster a collaborative, high-performance work environment.

Salary : $66,179 per year.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

  • WORK EXPERIENCE : The application must show four (4) years of full-time paid experience in constituent services, community advocacy, or public administration, with at least three (3) years in a supervisory or managerial role. (Less than full-time experience will be calculated on a pro-rated basis).

  • EDUCATION/TRAINING : The application must clearly show a minimum of a Bachelor's degree from a fully accredited institution in Communications, Public Administration, or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

  • EQUIVALENCY : Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position ( based on the sum of work experience and education/training listed above) . The Total Qualifying Requirement is eight (8) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

CIVIL SERVICE EXAMINATIONS

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES

  • Provides guidance and support for escalated constituent or vendor inquiries.

  • Reviews teams work for accuracy and completeness, ensuring timely case resolutions.

  • Produces regular reports on constituent/vendor inquiries and neighborhood progress.

  • Coordinates community meetings for the Controller around the City of Pittsburgh and attends meetings with the Controller.

  • Works with the Mayor's Office, City Council and other City departments to ensure follow-up on all constituent inquiries that may come into the Controller's office, including those via the Controller's Office "Fraud Hotline."

  • Monitors and responds to emails that come to the office via the City Controller's Office email account.

  • Performs other related tasks as required.
